2017首届世界针灸康养大会将在浙江衢州市衢江区举行.
2016年11月4日,受衢州市衢江区委、区政府指派,区委常委、宣传部长汪群一行3人赴日本参加世界针灸学会联合会第八届执行理事会第四次会议.此次会议在日本·筑波召开.汪群带队向大会作《给衢江一个机会,还针灸百年发展》的申办世界针灸康养大会的陈述.与会人员被衢江区秀美的自然山水、深厚的文化底蕴,特别是悠久的中医针灸历史深深打动.
世界针灸学会联合会主席刘保延在讲话中指出：“2017年是世界针联成立30周年,也是世界针联换届之年.届时,30周年纪念大会、‘针联’换届会、‘针联’年会等3个会将在北京举办.同时,2017年希望有一个‘卫星会’在中国浙江衢州衢江召开.为什么在衢江召开？因为中国明代针灸大师杨继洲所著的《针灸大成》具有承上启下的意义,杨继洲是中国浙江衢江人,在那儿举办既为了纪念杨继洲大师,又可以促进针灸更大发展.”
汪群陈述结束后,与会的78位世界针灸学会联合会理事一致鼓掌通过,世界针灸学会联合会副主席、秘书长沈志祥宣布：“2017首届世界针灸康养大会将于2017年世界针灸周期间在中国衢江召开,同意将世界针灸康养大会永久性常设会址落户衢江.”刘保延最后说：“我相信2017年衢江一定能给大家一个惊喜.”
会上,放映了国家级非物质文化遗产杨继洲针灸宣传片《针圣故里》.该片还将在世界针灸学会联合会学术大会开幕式和闭幕式展映.
汪群在《给衢江一个机会,还针灸百年发展》陈述中提出的“针灸康养”这个理念,源自于世界针灸学会联合会的宗旨,即促进世界针灸界之间的了解和合作,加强国际间的学术交流,进一步发展针灸医学,不断提高针灸医学在世界卫生保健工作中的地位和作用,为人类的健康做出贡献.从这个宗旨来看,将“针灸”与“健康”更加紧密地联系起来,更加鲜明地凸显出来,用针灸来推进人类健康养生,是针灸界的共同心愿.
中国政府高度重视卫生与健康事业的发展.2015年10月,中国政府作出了推进健康中国建设的战略部署；2016年8月,在全国卫生与健康大会上,国家主席强调要把人民健康放在优先发展的战略地位.前不久,、国务院印发了《“健康中国2030”规划纲要》.中国健康事业和中医药针灸事业发展已经春色满园.衢江区具有发展针灸健康事业得天独厚的条件.衢江能够孕育出杨继洲这样蜚声中外的“中华第一神针”,是因为千百年来,衢江人民始终秉持“天人合一”之理念,留下了让城市居民向往的秀丽山水,创造了让今人自豪的璀璨文明.这是一方生态康养福地,是一座历史文化名城,还是一片中医药传承发展之地.历史上,扁鹊、华佗、孙思邈、李时珍都到过衢州采药,境内神农殿、药王山、杨家巷、徽州会馆等都诉说着中医药学的故事.明代杨继洲家族世代业医,祖父为太医院御医,著有《集验医方》刊行于世.杨继洲著的《针灸大成》,被历代医家尊为针灸经典.在现当代,衢州还先后涌现了汪文产、叶彦恒、邱茂良、王樟连等针灸名家.衢江区致力于弘扬一代针圣杨继洲的医德医风.杨继洲一生对家乡念念不忘,无论早年编著《卫生针灸玄机秘要》,还是耄耋之年再行编著《针灸大成》,都一再标注自己是“三衢杨氏”.三衢,指的就是衢州市衢江区的前身即浙江衢县.
作为杨继洲的家乡,2013年以来,在中国针灸学会以及社会各界人士的支持下,衢江建起了衢江区中医院、杨继洲针灸文化馆、杨继洲文化公园,拍摄了中国第一部以中医针灸为题材的微电影《神针》,成立了浙江省第一家中医针灸院士工作站——石学敏院士工作站,成功举办了2015世界针灸周暨杨继洲纪念活动,并组织专业人员对《针灸大成》进行了点校,以尽可能保留著作的原貌和原意.
衢江还邀请世界针联主席刘保延、副主席沈志祥等到衢江区实地考察,和中国国际经济交流中心所属团队,共商发展中医针灸事业,初步勾画了建设杨继洲针灸医院、杨继洲针灸研究院、杨继洲针灸学院、杨继洲针灸博物院、世界针灸康养大会永久性常设会址等八个方面为主要内容的杨继洲中医针灸康养小镇暨中医针灸创新发展试验区项目；确定在城区黄金地段启动建设杨继洲中医针灸康养小镇暨中医针灸创新发展试验区,并已和中国首位普利兹克奖得主、中国美院教授王澍先生达成协议,由他领衔设计中医针灸康养小镇等项目.
Qujiang to Host World Health Conference of Acupuncture and Moxibustion

A all mission of three representatives, sent by Qujiang District Government in Quzhou City in southwestern Zhejiang, attended the fourth session of the eighth executive committee of the World Federation of Acupuncture-Moxibustion Societies held in Japan in November 2016. The three representatives canvassed the committee in a bid to make Qujiang the permanent venue for World Health Conference of Acupuncture and Moxibustion. Wang Qun, a government official of the Qujiang District and one of the three, spoke at the meeting, stating why Qujiang was applying for hosting the conference. He talked about the glory of the region’s acupuncture tradition as well as its culture and nature.
Liu Baoyan, president of the World Federation of Acupuncture-Moxibustion Societies, addressed the meeting about the agenda of WFAMS’s activities in 2017. WFAMS will hold three events in Beijing in 2017. The year 2017 will celebrate the 30th anniversary of the launching of the WFAM, will see a new election of the leadership of the MFAMS, and will hold the annual conference. Liu said he hoped there would be a satellite meeting in Qujiang.
The 78 counselors of the executive committee unanimously approved the application by applauding warmly. It was declared that the First World Health Conference of Acupuncture and Moxibustion was to be held in Qujiang in 2017 and that Qujiang would be the permanent venue for the event.
Acupuncture is a tradition of Qujiang. Yang Jizhou (1522-1620), a native of Qujiang, was an acupuncture doctor of the Ming Dynasty. He came from a family of doctors. His grandfather was a doctor for the royal house and authored a book of traditional Chinese medicine prescriptions. Yang Jizhou is famed largely because of he put together and published under his name. He is considered the best known acupuncture doctor in the history of China. The best known and most legendary TCM doctors in Chinese history such as Bian Que, Hua Tuo, Sun Simiao and Li Shizhen left their footprints in the present-day Quzhou to gather herbs. Today, Quzhou has memorial temples, mountains, streets and places named after these TCM demigods.
Yang Jizhou Acupuncture and Moxibustion is a national cultural heritage. At the executive meeting held in Japan, a documentary titled was screened. More screening is scheduled.
As the hometown of the acupuncture legend, Qujiang has set up Yang Jizhou Acupuncture Museum, Yang Jizhou Park and Qujiang TCM Hospital. The city has also made a short documentary titled . Qujiang also hosts an acupuncture workstation named after academician Shi Yuemin, the first of its kind in the province. In 2015, Qujiang hosted the Acupuncture and Moxibustion Week and a series of commemorative activities in honor of Yang Jizhou.
Qujiang plans to do more to promote TCM in general and acupuncture and moxibustion in particular. Liu Yanbao and other executives of the WFAMS are invited to do a field study in Qujiang. On the design board are a number of proposals for setting up institutes and building the permanent venue. Wang Shu, the first Chinese citizen to win the prestigious Pritzker Prize, has agreed to mastermind the design of a town of acupuncture, moxibustion and health care in Qujiang.
Qujiang’s ambition is fully supported by the government. The Chinese government gives top priority to the development of the healthcare industry. In October 2015, the government issued a strategic decision on enhancing health in China. In August 2016, President Xi Jinping stressed the importance of the strategy for developing health and medical care for the nation. In 2016, the country issued “Healthy China 2030” Blueprint Guide for the Future of China’s Healthcare Industry.
